On Windows 10 (and, apparently, Windows 7 and up), there's a second value in the key HKEY_Local_Machine\Software\Microsoft\Windows NT\CurrentVersion\Windows that needs to be set in addition to AppInit_DLLs -- LoadAppInit_DLLs.
